My mom’s Border Collie had to have a minor surgical procedure done (in conjunction with her spaying) back in November, when she was 8 months old. About a 2"x3" patch was shave right above her tail. Short, fuzzy grey undercoat has since grown back, but no long, silky black hair. Not a bit. Is this likely to be permanent? We really don’t care either way, she’s not going to be shown in conformation. And in a way, it actually gives the illusion of a fuller tail!
We had a corgi with IMHA who got an enormous hot spot on her back and the vets shaved it all off so we could treat it. It was bald for forever but finally started growing back after I started adding some coconut oil to her kibble and also rubbing some onto her back as well. Took just a couple of weeks to start getting fuzzy growth and eventually you couldn’t tell at all.

Took a year for the long guard hair to re-grow, and they came in curly. 2 years latter his coat is finally normal.
You can try a little of the OTC Rogain shampoo, or just wait.
I have a BC/Corgi mix that had an epidural for his first TPLO surgery. His undercoat came in quickly but the guard hairs took quite a while to come back. He looked goofy for a long time with a chicken wing and square bald spot, but now you can’t even tell. I would guess it was about 6 months before his black hair came back - so maybe it will appear soon!
Guardhairs IME are the last to grow, I think they only shed once or twice a year? Someone will have to confirm that for me.
That being said that’s not that much time… my gelding had his HQ shaved in October for a puncture site & ultrasound and even now the fringes are still clearly visible.
