As an adult beginner you don’t necessarily need a dressage barn, just good basic equitation. Unfortunately though I am from Ontario I am not familiar with barns in that area.
If you search the forums, there are a few threads out there asking a similar question. I cannot remember if any of the recommendations were around Whitby - but give it a search and see what comes up!
I’m in the NW of the GTA so not much help. Hopefully someone closer to that area can give a good recommendation.
Stephanie Jensen is in that area and she does have schoolmasters that uses for lessons, however they look to be higher level horses and may not be appropriate for a beginner rider. Not sure if you are new to riding or just new to dressage. http://jensenequestrian.com/services/training/
However if you are an absolute beginner any good English lesson program with a well respected coach experienced in teaching novices would be a great place to start. You can always move to a more dressage focused trainer once the basics are established. For example, the head coach / owner of the Pickering Horse Centre was just named Ontario Coach of the Year. I don’t know him personally but have heard

im not an absolute beginner…can trot walk canter fine on slow horses…
yeah the head coach at PHC is great…ive watched him coach but both gary and danielle dont teach beginners…they mostly teach more advanced/boarder riders. frustrating.
