Overtime my fence post are starting to pop up out of the soil. How do you tamp them down without causing the boards to go askew.

I think its from freezing and thawing.
There’s no location in your profile so the only thing I can imagine is… frost heaving? My fence posts only lean sideways when the horse pushes on them, they never go UP. We might need pictures.
oh forgot all about freezing, I moved away from the terrible winters nearly forty years ago after fighting frozen underground water lines that were buried 42 inches
That happens at my place too. It is so frustrating. We just find a day where we can balance the soil still being wet enough with things not being too wet and push them back down the best we can with the tractor.

Yes, those are frost heaves. If you have access to a tractor mounted hydraulic post pounder, that you can back into position next to the post, you can hammer it back into place without removing the rails. If you have to use a hand held post pounder, you have to remove rails to get the job done, then hammer the rails back on. If it is a wire fence, you have to deal with that.
