Fly Roof Design Pros and Cons

This is an idle musing of mine, not a pressing problem. I am wondering if any of you have a fly roof over your house or outbuildings and whether this type of roof is problematic regarding vermin?

I’m thinking specifically about the type of fly roof which is placed about 2 feet above the main roof and would be a hassle to access on a regular basis for cleaning, like this one:

Every time I see a photo of a fly roof over a desert structure, my first thought is, “What a good way to provide passive cooling!” and my second thought is “Bats. Rats. Pigeons. Racoons. Squirrels.”

I am surprised that the open areas are not screened as that would seem to be a simple solution to vermin, but I suppose that if bats, rats and their fellows are not an issue the screening would be an unnecessary expense.

Does anyone have any experience with this?
