The shooter has been stalking the daughter of the people who used to own this place because she got off drugs and he no longer has access to her. Her (the daughter’s) parents own a trailer park across the street and he has been there a lot lately.
The woman who was killed looks very similar (body size/shape, hair color) to the girl friend that he no longer has access to so they are thinking he shot this woman thinking it was the girl friend.
