Frozen Semen - Shipping Internationaly

I hope there are some breeders on here that may know the answers to my questions. I am in contact with a gal that wants to find an USA agent for her stallions’ frozen semen. Evidently, he is all collected with “permits” to ship to USA. I think I found a place where she can ship the straws and they will store them. What is the job description of an “Agent”? Are they regulated by law or just a contract between the stallion owner and the person who acts as agent? There is some interest in this stallion in the USA. The stallion is located in the UK. Thank you.

I don’t think there is any laws regulating it that I know of.

I am not sure if my ideas might be a bit outdated, but I did used to work in import/export of animal genetic material. In my experience, the USDA would be the entity to issue an Import Permit allowing the frozen equine semen to come into the US from the UK. The facility that collects (or collected) the semen would need to meet all the health tests and other requirements that are stipulated in the import permit (probably a period of pre-collection isolation and health testing) etc. An ‘agent’ in the US would obtain that permit for you (I think the ‘original’ would go to the UK and needs to accompany the semen into the US) and could arrange to have the frozen semen sent to and stored by them and possibly help with the domestic distribution.
