And this horse absolutely can do high level flatwork; just not in a small enclosed area.

Right, which is also why I said “most”.

There are many valid reasons for a horse to not be happy in a ring, whether it’s previous associations (which can often be worked through) or the footing in a particular arena doesn’t agree with a horse’s hoof health (and the feet may or may not be fixable), etc.
