If looking in Halton / Peel, check out http://www.paladinridgestables.ca/ in Oakville. It’s a lovely facility, care is really good and though he’s not a “big name” Justin Pope has a nice way with both horses and riders that I think would meet your criteria. I believe board is within your budget as well.
