Hard bumps on chest and neck?

We have been seeing weird hard bumps on necks and chests of some of our pastured horses. Are these bug bites, fly larva (yuk) or what? Doesn’t bother them. a little itchy, have tried many things to get rid of them, some seem to work on some of them but not all. Does anyone have any suggestions on how to get rid of these? Thanks in advance.

Do you have wooden fences? Trees? I’ve been told that strange bumps on the chest/neck can be from splinters! Ichthammol them and see what comes out.

Have tried ichthammol, nothing came out…so weird. They eventually go away but takes forever. Just so ugly until then.

Our Morgan gets HUGE, hard lumps when bit by a B52. They take quite a few days to go away too. And they are god awful this year.
