I can not seem to find protection for my favorite riding boots. I just do not like the feel of the rubbery riding boots on my leg.

There are futis- which which cover the foot part of the boot. I have a pair of those. http://www.tackoftheday.com/product_p/too-futi.htm. I think can find on amazon.
To keep the rest of your boot dry- I dunno- maybe wear splash pants over your breeches
Are you looking for alternative boots or covers for your boots?
As mentioned, there are rubbers for covering the foot part (sold through tack stores/online tack stores), you could wear half-chaps, pick your material, to cover the calves; or gaiters made for powder skiing, made of goretex, fastened in the same manner as half-chaps.
As someone also mentioned, there are trail pants with the same inseam grippy material as breeches, and they go over your boots.
What brand of boots? Can you check with the manufacturer and ask what leather waterproofing product they recommend?
Yes, Tingleys! I’ve always used their dress overshoes http://www.shoeandfootcare.com/p/110-003/product-tingley-women-fashion-dress-rubber-overshoes.html.html They have other models of overshoes and overboots too.
They also work really well over paddock boots that are not waterproof.
