Health Certificates for MD/VA Border?

I tried looking this up, and thought before I call around I would ask here.
I was talking to an acquaintance who mentioned that her trainer who she hauls into is across the MD/VA state line. I said that it must be a pain to get health certificates every month for that and she told me that it wasn’t required if you didn’t plan on staying in the state for more than 24hours so she doesn’t have to get one.

Is that true? I’ve never heard of such a thing. There are some horse shows in MD coming up and it would be nice to know if a health cert is required or not.

It appears you can self fill out a health cert. It also seems like maybe there is an unspoken rule that in the VA/MD/PA area they don’t check for health certificates. I would love for someone to chime in here and let me know though.

Out-of-State Equine

  1. All horses and other equidae, 9 months of age and older, shall be accompanied by a negative test for equine infectious anemia (EIA) made within the 12 months before the date of the event. A copy of this test shall accompany every animal.
  2. All horses and other equidae shall be accompanied by a CVI issued within 30 days prior to entry.
  3. The following contiguous states and New Jersey are exempted from the CVI requirement: Delaware, Pennsylvania, Virginia, and West Virginia

I have never heard of anyone being asked for a health certificate in MD/VA/PA, nor have I ever heard of anyone getting one for normal travel between those states, unless the venue requires one, like the VA Horse Center does. I’ve also never seen that self-certification form you linked, but maybe it’s not a bad idea to have one in the truck. I don’t know what the actual law might say about that, but it really doesn’t seem to be a concern to anyone in this area.

Interesting topic! I’d never thought about it at all because around here no one really thinks about DC/MD/VA as being “different states” we drive through them all so often! Good to know there’s an exemption because otherwise that would be super annoying (and expensive).

Yeah I was thinking the same thing when she told me she traveled across every week! It would probably be close to 400$ without any farm call cost!

Yes, you need one. You can get a CVI, however, and then for $5 get the interstate passport, which covers most of the east coast. That is good for 6 months.

I got the 6 month health certificate last year for my trip to Southern Pines and it was maybe 110 total with farm calls included. You have to log to and from location, temperature reason for your trip and submit it prior to the 6 month mark. Your vaccines and coggins must be within X date too.

There is no boarder check like there is when crossing into Florida. I’ve been shipping horses across those state lines my whole life. From KY to MD VA PA.NJ and to states north also. I don’t ship or let my horses go anywhere off the farm without a current coggins.

As others have said the only time I need a health cert is if where I am taking the horses requires it, horse shows, Steeplechase races etc.A lot of time no one even asks, checks for it.
