This is pretty common jargon, not bad grammar, not suggesting indecision, nor any of the other things you mention. It means that headquarters/home base is in that location, but there are other ‘offices’ so to speak that are not in that location.
This too is “a thing.” Translation is hard for non-native speaking European companies who have spent probably years having their language translated to British English and then suddenly find themselves in need of translating into a whole different language - North American English. The singular/plural company thing is not as easy as one might think. British English treats it differently than North American English.

The blue tongue due to a overtightened curb was horrific. It was also 7 or 8 years ago.
The video of him coaching the rider on the young horse was lovely. Inspiring.
If he has been careful about bits and curb chains subsequently and is not continuing the rollkur in the last 5 years, I give him credit for changing his methods.
I only wish I had the money to buy one of the beautiful horses he breeds and sells.

The September 26th issue of the Chronicle celebrated our 85th anniversary with stories of how the magazine, and company as a whole, have changed and changed hands over the years. The Forums have been a part of the Chronicle since 1999.
While I haven’t yet had the opportunity to discuss any potentially different vision for the future regarding various aspects of the Chronicle, I can guarantee that the Forums and the community that has developed here are absolutely an extremely valued and appreciated part of the company…and I just filled out a form to facilitate me continuing to be paid by the new owners, so I think it’s safe to say that we’re not on the chopping block!
I believe we should see further improvements on the horizon in terms of tech support and resources, which is something we should all benefit from and appreciate. We’ll keep you informed as we develop any plans for the future, but for now, business as usual.
