Does anyone know where/if you can buy the separate padded piece on helmet chin straps; the piece that some helmets come with to increase comfort.

Contact the manufacturer directly. They should be able to help you.
I have dealt directly with Tipperary in the past, and they were not only glad to help, but did so very efficiently with no charge to me. I would hope other manufacturers would do the same!
