Duett, some Arabian Saddle Company, Black Country, I think some Frank Baines (mine does, but I don’t think they make the same model anymore).
Heritage (custom from UK) makes them. I was told that you can special order Prestige with a hoop tree. Schleese.

Im almost certain albion does. It seems to be mostly brands in England that offer hoop trees.
Bliss of London, Loxley by Bliss, I feel like County does as well. Black Country as mentioned above. Almost any English made saddle will offer a Hoop Tree. . .

I believe Black County denotes their hoop trees with an X in the name - i.e. Black Country Vinici is a normal tree, Black Country Vinici X is a hoop tree.

There are hoop trees and hoop tree hybrid/sort of types. Black Country, Duett, Lovatt & Ricketts, Thorowgood, Baines, Albion LH, Ideal, Balance and so on. Some have more of a laterally open shape than others but all are less A shaped. Some of these companies offer Hoop and A shaped so it’s important to know which model you are trying.
I have a Duett on their hoop tree, and can highly recommend it for those looking for a hoop tree on a budget. The leather is nice, and is holding up well. I would compare them to the pre-Weatherbetta Collegiate saddles. Thicker leather that will stand up to the test of time. My only dislike is that the seat itself won’t take conditioner, it has some kind of sealer on it, so the seat of my saddle is ever so slightly lighter colored than the rest of the saddle that does soak up conditioner.
