One of the bills introduced in the VA General Assembly last week requires that any tied animal have a tether no shorter than 20X the distance measured from the tip of its nose to the base of its tail. How long a tether or reins would that be for a typical adult house, approximately?
The horse area in a Sundowner C-525 trailer (straight load) is 84 inches from tail to breast bar. Figure the horse’s head sticks over the breast by 16 inches.
Now, there is typically a bit of room for the horse to move back and forth. Call that ‘wiggle’ area 12 inches.
84" - 12" (wiggle area) = 72" add back in the 16" to account for the distance to the nose 72" + 16" = 88" or 7’4"
88" x 20 = 1760 inches. Aka 146 feet 8 inches.

That is very poorly written legislation. You can’t “tether” your horse/cow/pig/elephant unless it is spayed or neutered !!
“Animal” means any nonhuman vertebrate species except fish. For the purposes of § 3.1-796.98, animal means any species susceptible to rabies. For the purposes of § 3.1-796.122, animal means any nonhuman vertebrate species including fish except those fish captured and killed or disposed of in a reasonable and customary manner.
§ 3.1-796.68:1. Prohibitions on tethering; penalty.
A. It is unlawful for any person to tether any animal:
1. That is less than six months of age, except briefly in case of emergency;
2. That is not spayed or neutered, except briefly in case of emergency;
3. Using a tether weighing more than the animal’s weight can reasonably bear in the opinion of an animal control officer or third-party expert;
4. Without adequate space, shelter and other care as defined in § 3.1-796.66;
5. When temperatures are greater than 85 degrees, or lower than 25 degrees Fahrenheit;
6. In wet weather unless a fully enclosed and ventilated dry shelter is available; or
7. If space is inadequate to establish separate areas for eating or sleeping and defecation or urination.
B. Any person who violates any provision of this section is guilty of a Class 3 misdemeanor.

“Adequate space” means sufficient space to allow each animal to (i) easily stand, sit, lie, turn about, and make all other normal body movements in a comfortable, normal position for the animal and (ii) interact safely with other animals in the enclosure. When an animal is tethered, “adequate space” means a tether that permits the above actions and is appropriate to the age and size of the animal; is attached to the animal by a properly applied collar, halter, or harness configured so as to protect the animal from injury and prevent the animal or tether from becoming entangled with other objects or animals, or from extending over an object or edge that could result in the strangulation or injury of the animal; and is no more than 1/8th of the weight of the animal, and at least xxx 20 times the length of the animal, as measured from the tip of its nose to the base of its tail, except when the animal is being walked on a leash or is attached by a tether to a lead line. When freedom of movement would endanger the animal, temporarily and appropriately restricting movement of the animal according to professionally accepted standards for the species is considered provision of adequate space.

This is a separate Alexander bill, HB217. It requires tethers to be 3X the animal’s measurement or 10 feet, whichever is longer. Anyone have friends in Norfolk? He needs to be retired.
So, a dog tethered in a large area with access to a dog house in 24 degrees is illegal, but a dog in a 4’ X 4’ cage with no shelter in zero degrees is OK?

Perhaps if you reply that it would greatly effect the sport of foxhunting (including no-kill drag hunts), you might get a warmer response. Connecting the line between that and other horse sports that will be effected in the future if these laws are allowed to pass (emboldening the AR folks) might help, as well. I think people just assume it’s only going to effect puppy mills and that is obviously not the case.

Richmond Update
Here’s a quickie thumbnail of yesterday’s House Agriculture Committee hearing.
It looks like Thursdays at 7:00 or 7:30 AM will be the critical Richmond hearing days for us over the next few weeks. All the House animal bills, good, bad and indifferent are being sent to Bobby Orrock’s AG subcommittee. This is an “all hands on deck” situation. We’re in real trouble there, losing three good members from last session. I had two individuals there to support me at the full AG Committee meeting. Also weighing in were paid lobbyists for the Farm Bureau, Agribusiness Council, VHDA and VFDCB. Dave Albo’s HB464 and Don Marro (VVAW) were buried. HSUS coordinated VACA and VFHS weren’t visible and were rumored to have attempted to postpone HB464’s consideration.
We won’t be nearly as fortunate with the rest of the mainline animal rightist’s anti-breeder, anti-owner agenda. HSUS’s deceitful “VA is for Puppy Mills” campaign has emotionally moved legislators to introduce numerous thoughtless bills. Very bad news
The key Virginia House AG subcommittee just announced its meetings would be held on Tuesday this session, not Thursdays, as in the past. Since the full 22 member committee considers bills on Wednesday morning, the change gives citizens less than 24 hours to react to the passage of an animal rightist bill by eight subcommittee members, three of them brand new, green as grass and influenced by an intimidating HSUS minded chairman.
