Three horses need to be hauled about 25 miles from one farm to another. I don’t want to do it, I am not licensed and don’t want the liability.

That is a very common post (looking to have a horse or some horses moved) in the local horse related facebook group I belong to, so thinking if you have a similar group it would be a great place to find someone who can do this transport.
given the area I would be very surprised if there were no commercial haulers locally. Is this private property to private property. Most barns have a favored hauler.
