Is there anything within about an hour’s drive? Not familiar with the area, but appears to be mostly trail barns.

Closest I can think of would be Corvallis, and that is probably just over an hour from Newport. Willamette Sport Horses (Brooke Phillips) is there - eventing, I believe. I think about anything will be a good hike from Newport, but perhaps others local to the area will chime in.
Are you looking to board or just take lessons?
If you have your own horse, you might consider boarding somewhere between Newport and Corvallis, Eugene, or Salem. Then you can haul to a trainer occasionally and work by yourself at the boarding barn. I ride in Eugene at Triple Rise Equestrian Center and the quality of the training is really top-notch, but there are many other trainers along the I-5 corridor that might suit your needs.
If you want lessons…Willamette or Inavale Farms are the only two I can think of within an hour that have lesson horses. OSU’s eventing team rides at Willamette and Inavale is a large eventing facility that hosts Oregon’s big horse trials.
