The rules say (for dressage through Prelim)
“a long or short sleeved shirt with collar and without neckwear, any color and
design; tasteful and discreet accents, such as a collar, cuff, piping, is acceptable, neatly tucked into riding breeches is acceptable”
The only part up to opinion is “tasteful and discreet accents”. I think the collar is fine (I am a TD) but someone else might not.
I would wear it, but bring something plainer just in case

If you just wear it flipped up it should be fine open I would think.

I would wear that at a recognized horse trial and not think twice.
I wouldn’t say it is legal all the time, everywhere for every judge, but here in FL we ride without jackets pretty much every event from May through October and riders wear a variety of solid colors or block sleeves. I’ve seen shirts very similar to yours (some even more “patterned” in neutral colors up the back or sleeves), and no one gives it a second thought. I think anything navy, hunter, maroon, pastel, etc is not going to draw attention. Now if it’s large patches fluorescent orange, chartreuse yellow, or shocking pink in a Hawaiian print… that could go against the spirit of the rule and perhaps a judge would say something.
Just circling back…Yes, I wore the shirt and no problemo. Coming from a barn where the trainer wants everyone to wear a jacket no matter what, showing on my own makes me extra cautious!

This is embarrassing, but at my second event ever I didn’t wear a stock tie (because I went with a friend and not a trainer and I didn’t know and friend didn’t think to tell me) and after my dressage test, the judge had me approach her and told me she has to check the rules but I may be eliminated for not wearing a stock tie!! Apparently it is up to the judge and she allowed me to continue, but it sure made me think twice about what clothing you’re allowed to / required to wear. Neverminded my very first event my horse jumped out of the dressage court, so I was just relieved to have gotten through the dressage phase then…took me a LONG time to not completely fear the dressage phase (now I just mostly, but not completely, fear it hahaha).
Careful on that - I haven’t read the rules since it happened but got in trouble for wearing my collar closed with no jacket. Judge told me she could have eliminated me for it.
I ALWAYS wear collars closed when not wearing a jacket. Have never been spoken to by the TD or dressage judge. I usually wear a white show shirt, so I only asked about this shirt due to the color. The judge who scolded you was incorrect.
Weird, I have never worn a stock tie, with a jacket or without. It feels too confining and unnecessary. I’ve never been approached. I do know the rules state you cannot wear a stock unless you are wearing a jacket.

The rules say EITHER (neckware and jacket) OR (shirt with collar and sleeves, no neckware, and no jacket). The rules do not say anything about whether the collar is closed or not.
But the shirt DOES need to be tucked in.
