Makes no difference. Might be slightly easier to put bell boots on first if they’re pullovers so that you don’t have to pick up a wrapped leg but… there’s really no reason why you need to do it in a certain order
We always wrap first and put bell boots over. This helps reduce movement and rubbing from the bell boots during long trips.
I do bell boots first unless the wraps will be high.

Yep. Depends on the boots. If they’re pull-on, I boot first. If they’re velcro, I wrap first.
If you’re doing a proper shipping wrap that goes to the coronet band, bell boots first, or you won’t be able to get them on after.
