Ok, how about this as a reason.
Even though there are some IHSA teams that are varsity/recognized by the NCAA, it started as a cub sport and is still a club sport at a majority of schools across the country. It is literally the mission statement of the IHSA to allow opportunities for EVERYONE to ride, regardless of ability or finances. If Bob Cacchione wanted to start a NCAA recognized sport that only allowed the most accomplished equestrians to compete against each other, he would have done that. But it wasn’t.
