All mares are held to the same pedigree requirements by OHBS/GOV as far as studbook placement goes. Main Mare Book requires a 4-generation pedigree of approved and licensed stallions". Pony stallions are not considered “approved and licensed” for Oldenburg breeding - even if they are licensed and approved by Weser-Ems. So, yes - WE-registered mares with pony stallions in the first four generations of their pedigree would not be eligible for the Oldenburg MMB.
Conversely, you can breed an approved WE mare to an approved WB stallion, and there would be no issue with the foal getting WE papers. Or with a filly from that cross going into the WE MMB - although this can depend on the height at maturity. The WE Deutsche Reitpony Book and Kleines Deutsche Reitford book have a plethora of horses with WB stallions in their pedigrees. It is why German breeders will state about some WB stallions - “he is a pony-maker”. Rotspon is a prime example of a modern day WB stallion with a fair number of offspring in the WE books.
For fun, here is a link to the catalog for the upcoming WE Hengstkorung. The Deutsche Reitpony stallion candidates began with #23. Take a look at his pedigree - his dam is a Holsteiner mare by Corrado II! And #41 has De Niro as damsire. The one mentioned on the top left side of that page has the Trakehner stallion Michelangelo as damsire. #42 is another one with Donnerhall in the 3rd generation. I think I also saw one with Sandro Hit in the 2nd or 3rd generation. There are probably plenty of others in the catalog with WB stallions in the pedigrees, but I haven’t looked at all of them yet.
