It isn’t a done deal and is getting a significant amount of backlash with the proposal from fans, horsemen (e.g legendary A.P. McCoy isn’t in favor) and local government.
Also if developers cannot come up with the bare minimum of £100 Million (to be contributed back into racing) then I think its a dead deal.
Right now with post-Brexit issues I wouldn’t be that confident housing / commercial mix developers could raise that capital for the purchase [then fully fund the construction] - especially with stiff opposition.
Passion against sale not so visible. Looks like six of one half a dozen of another thinking. Not sure what the JC goal is other than building a new all-weather track at New Market. The JC owns a great deal of real estate in that area, you would think there were other options if losing a profitable racecourse like Kempton was bad for English racing.
