Where do I find a kids size tweed? Not sure if this will be a thing she will stick with so budget friendly/second hand is definitely ideal.
From what I read, informal is always appropriate for kids, correct? Are there rules as far as when/if tall boots or jods should be worn?

I know it’s a UK company, but www.equetech.com do loads of tweed jackets for juniors! I’ve been buying them for my daughter for years!
Either Middleburg Tack Exchange or shop across the pond! I have gotten some very nice quality and reasonably priced tweeds for my kids from shops in the UK using Ebay.
