A Waterford mouthpiece can sometimes help. I have a downhill OTTB who is not just a leaner but also a very, very strong puller and a single-jointed Tom Thumb Pelham seems to work for him (I am not generally a fan of jointed Pelhams but in his case no combination of vettings, training, fitness, or other bits/gadgets has worked.
A hinge mouthpiece bit if you can find one. Breaks to either side, but not up and down.
Segunda but have sharp points filed off

Unless you mean like you want more of a leverage bit? Then there used to be a bit that was made that looked like a normal D ring but actually had two loops at the bottom to keep the reins down so that it had a slight gag effect. I can’t remember who made it though. Or try a Pelham
I used a segunda in the hunters on my old pony who used to do the jumpers in some sort of 2 ring or elevator bit. It was the only bit that allowed me to be really light in my hands and prevented her from freight training around on her forehand as she was wont to do.

Soft hands indeed. That thing is as thin as fence wire.
Also known as the PJP bit. It isn’t as thin or severe as some make it out to be, and it is effective. It definitely works better on my horse than the Waterford. We use this at horse shows and the 3 ring with a french link at home.
Why do you think it’s effective? Hint: it’s not because it’s so mild.
