M. Toulouse is a brand name, but it’s not a company. To draw a parallel from a product world that most of us know, Victoria’s Secret is a brand owned and administrated by the larger conglomerate company called Limited Brands.
Anyway, the brand M. Toulouse is distributed in the US by Intec Performance Gear, a distributor of multiple tack brands. Intec is based in New Jersey (as are many other tack distributors…not a coincidence since a lot of import/export stuff from Britain and Argentina comes in through New York/New Jersey):

The M. Toulouse saddles are manufactured by Cueros Santa Cruz, an Argentinian saddle manufacturer and distributor who makes saddles for many different brands. Up in Canada, you’ll often see the US M. Toulouse designs being sold directly under the Santa Cruz name.
