Minoxidil for hair growth? USEF legal?

So my show horse has a love of scratching his neck on his turnout shed, such that he rubs all his mane out in about a 12 inch long area of his neck. He looks ridiculous. He mostly does it in winter, and I think his turnout blankets don’t help…but they aren’t even where the biggest patch is.

Anyway, I was looking for hair regrowth stuff and found a scientific article supporting topical minoxidil for hair regrowth in horses. Can I use this product without risking a drugs violation? It isn’t on “the list.” But I know it isn’t FEI legal. I have no desire to alter the horse’s performance, but I would like him to grow his mane back. None of the other options seem to have any relation with science.

Also, for anyone in the same boat, last year I found horsey hair extensions from The Hairy Pony to help his braids look more even . They have a learning curve but they do work.

I’d also be figuring out a way to stop him being so itchy, I think the old advice was diluted gold Listerine sprayed on? It’s likely yeasty/fungal in nature.

It’s extremely toxic to cats, fyi.

Bacon grease has worked for me, if it’s somewhere that a dog can’t lick it off. The bonus is you have to make bacon. I used to keep a small cat food can full of it in the barn frig.
