Not familiar enough w/Florida geography to know exactly whereof you speak. But it would be very nice of you to simply contact the Florida hunts (you’ll find contact info by state at mfha.com) to see if they are missing any.
The correct assumption is likely not ‘dumped.’ It can happen when out hunting that a whole pack, or parts of a pack, simply get on a hot scent and take off faster than horses can keep up due to geographic barriers (for horses, not hounds). In which case they can get miles away, lose the scent, and voila, suddenly you have hounds that look ‘lost.’ Left to their own devices, they will invariably track their way back to rejoin the huntsman. But of course that gets interrupted if well intentioned passersby (or animal control) decide that they should pick them up.
