My Barbour permanently damp

I have a Barbour jacket which I purchased about 5 years ago. Last Spring I sent it back to Barbour to be rewaxed and in doing so they evidently strip them so they are cleaned too. My jacket came back looking lovely and pretty heavy with wax.
My problem is that it always feel damp. It can be in the closet for a month and still feels damp. I sent it back but they found no problem. If I run water over it, the water is repelled but the out side always feels damp and I get cold when I wear it. I am totally confused. I did not have this issue before I sent it to be relaxed. The people at Barbour could not have been nicer. Any ideas?

Ah well, waxed cotton is totally waterproof, always cold to wear and generally feels damp on the outside if it has sufficient wax on it. It also holds in one’s own sweat if used while walking, riding, sitting in the car… There are two ways to deal with the problems: i) have a liner or wear a gilet under the coat; ii) buy a new jacket made of a breathable fabric. However, waxed cotton is really waterproof and I have lots of gilets and it doesn’t puff up with air like my d$*ned breathable riding mac does.

That is how a good wax jacket feels…well they always did in the UK, which is when I last had one. That slightly tacky, damp feeling, that is just wax…
