If you are a member and wear colors, our hunt suggests patent leather tops. Vogel and Dahner used to make them that slipped over the top of the boot. Check threads here --others have had similar questions. I assume you mean “cover” as in a temporary fix --if you want to make a permanent fix, you could use a leather paint from https://angelusdirect.com/collections/paint --I use that paint to customize my granddaughter’s western boots so they match her outfits. Cheap and works great.
I think between the perforated leather, blue tops, zippers and elastic strips, and the foot design that it would really be stretching it to call these “dress boots” but I would think it 100% depends on the formality of your hunt.
