If using two turnouts, a 200 medium and a no fill sheet, does it matter which goes on the bottom vs top? And does it matter which of the two hoods are used?
I don’t do layers often but need to over the next two days so I was wondering about this.

I would always put the rain sheet over the turnout sheet.
Agree with Scribber–lighter stuff always goes on top of heavier stuff. You want the loft between layers for insulation. If heavier goes over lighter, you’re compressing the lower layers more, and losing that loft.
Agreed. And unless it’s not possible for some reason, we use both hoods.
Physically lighter blanket/sheet on top, for the reasons listed
If there’s a choice between hooding the top or bottom, I’d always hood the top.
If you put the hood on the bottom, there’s going to be a gap between the wither section of the top blanket, and the hood, allowing whatever rain to run down to the bottom blanket. Of course that should be waterproof, but you really don’t need to send that water under there, and you can avoid it by hooding the top blanket/sheet. It probably doesn’t REALLY matter, but that’s why I’d use the hood on the top, not bottom, if you are choosing.
I actually don’t think it really matters much with the sheet, although I agree with putting the lighter layer on top if it has fill. That said, I don’t think a sheet adds much warmth, if any, so I don’t usually use them for layering unless I’m doing it for added waterproofing , in which case I put it on top anyway.
A sheet on top of a blanket creates an air pocket, bigger in some areas, smaller in others, which warms up and adds a bit of warmth overall

It really almost doesn’t matter. Just some situations might make it a little (little!) better to put the hood on top. it’s all good
