I’m not sure. Maybe because the dome is flattened, and the USEF dressage rules state " The center link may be tilted in a different orientation from the mouthpiece but must have rounded edges" ?
Contact someone at USEF dressage for a ruling. If they say it is legal, print out the email and take it with you to shows, if anyone questions its legality.
at Dover, it seems they’re pronouncing it “Neuw Schuul” - not quite ‘school’.
When I checked (fall of 2016) it was not legal due to the under side of the bit and the way it locks up. I was told the bit seems to function like a cross between a 3 piece snaffle and a mullen mouth.

interesting about the legality issue – I would likely be checking my mare to only local unrecognized dressage shows, and maybe some starter horse trials and CT’s.
Worth it to simply try a different NS bit? The turtle just seem to get great reviews WRT tongue relief.

I used to “Frenchizied/anglicized” the word … LoL.
I’ve downloaded an app on my phone where you can type a word and it will pronounce it outloud in any language! It does sound a lot like Noya-Shoyla!!!
That’s the way it was always pronounced when I was speaking about it with reps from the company. I imagine the dover people, etc probably are just doing the best they can to pronounce it and wouldn’t take it as gospel.

You wouldn’t receive a score or point for year end awards, but you will get the judges opinion of your horse and your riding.
If not the Neue Schule Verbindend has great reviews for solving tongue issues. It is legal comes in thin or regular thickness, large or small rings, and it’s a little less $$.
A Big bonus is the Verbindend is available for trial at Dressage Extensions and many other retailers.
Just ordered the NS Verbindend at DE “on trial” (quite reasonable at $15, not including shipping!) Fingers crossed!

I was disappointed when I found this out as well, but I transitioned my horse to the USEF legal NS verbindend and he went great in it.

So then is the HS Novocontact bit legal?
