Probably, because if the rules don’t specifically prohibit it, someone will definitely do something really stupid/dangerous/unethical/dishonest and claim it was “ok because it wasn’t prohibited in the rules”. A bit like BB claiming doping a horse is OK because it was only a little bit and so wasn’t really against the rules.
