If you watch the race, it looks like he still has the left rein when crossing the finish line.

That was my guess since he wasn’t wearing an actual neck strap.
Back in the day - in the early sixties - Fred Winter won a steeplechase race on Mandarin with a broken bit…I believe it was in France. I have Mandarin’s picture.
Amazing performance by both rider and horse! Wow.
But I was surprised in watching the replay to see the 5 horse break down–the article made no mention of it. It didn’t look good. 
All that the Equibase chart said is that he was vanned off.
