Are there any USEF or USDF rules regarding a horse in competition making a noise similar to roaring, which does not affect respiration ?

Nope, roarers can show in dressage without penalization, unless it affects their stamina/energy. So if they are breathing so hard the judge/TD is concerned about welfare, you might get rung out.
I scribed at a championship show several years ago where a gelding whinnied and “talked” repeatedly throughout his Second level test.
He never came above the aids, was in an appropriate Second level frame and performed a smooth, consistent test. Despite his noisiness, he was never disobedient nor resistant. His rider just shrugged and smiled at the end of the test. He scored in the low 70’s.
One could argue that he wasn’t submissive or was distracted. But the judge said she just couldn’t count off for it in the scores because despite his “talking”, he was solid in his movements etc.
I have a horse who squeaks his teeth when on a loose rein. Totally floppy ears, happy expression, squeak**squeak. No pain and not a dental issue.
I DID get marked down in the free walk at a show as the judge took the squeaking as a sign of “tension”, but his body was all loosey goosey to me and my trainer didn’t agree with the comment and score for that movement.

I have a horse that does that when he’s learning new work. It stops once he is confirmed in it. So I too would agree that it is tension. Not perhaps with the free walk, but with something in the test. They do anticipate.
