yuck! meat ice cream of any variety sounds nasty. Is it still sweet? I love Japanese food, I love “tako” (octopus) - but in ice cream? no no no.
As far as the horse meat factor - eh, generally I am in the “meat is meat” club (when it comes to herbivores at least - no dog, bear, wild cat for me thanks) - IF it was humanely, and purposefully raised, and slaughtered humanely I would be okay with it.
