Out of Competition Testing . . .

. . . implementation slow to take off. So what’s the surprise? When was the last time a racing regulatory matter was resolved in less than a century? It is nice that Paulick is taking on the optics of this issue, but for the most part the betting public and fans know nothing is going to happen. History does repeat itself. In the case of racing, often!

I think it will happen. I just wonder how they will handle the frequent movement of horses from barn to barn in the midatlantic area. I guess every horse that gets claimed will have to be tested (although isn’t that an option now?) but what about owners who have horses in multiple locations with multiple trainers? They move horses from barn to barn.

Given that pro cyclists who live and train and race on many different continents do testing, I am sure that racing can figure something out :slight_smile:

It’s not like cycling - the trainer is held accountable. If a horse is in training in NY with trainer A and moves to KY or FL with trainer B, then who is responsible for a positive test if it’s only been in trainer B’s barn a short time?

My comparison to cycling wasn’t the ‘who’s responsible’ it was the ‘where to find the horse to test’.

Today, if the horse tests but its only been in trainer B’s barn for 4 days (regardless of location), then who is responsible, trainer A or trainer B? Really just asking as I haven’t a clue.

OK, and I don’t know either. And what about a situation where owner breaks up with a trainer and moves the horses to a new barn? Lots of potential for bad things there. I should trust my fellow humans more but just hear of too many shady things.

And again, what happens today other than we are talking today about, if you’re “doping” the horse, avoiding competition while with this proposal, someone might knock on someone’s door asking to pull blood on the horse. I assume (again, not a clue) that if the horse is on track property, there must be a trainer “responsible”. Not sure what would/should happen if the horse was at a private facility.
