Being banned from all FEI completions in the world for 15 years, and training of FEI riders and horses… anywhere in the world is quite impressive.
Sure- people would like to see him banned at lower levels too— but that is out of the purview of FEI …
Let’s be thankful that FEI took it very seriously, imposed enough of a ban to draw the line in the sand of intolerance … and USEF was right to send it to FEI and abide by their decisions because, at the time, USEF was bound by its own bylaws restricting actions to show grounds. Again- be thankful that action can now be taken by USEF for training grounds.
Baby steps of progress. Things are not perfect but they are a far cry better than two years ago!
And let’s be thankful for the courage of the whistleblowers in the Parra case. With strong evidence, compiled over time, of multiple horses… that was the nail in the Parra coffin
USEF completely dropped the ball. There was no excuse for them to refuse to take action on showgrounds. Read FEI Witness #3 in the article:

I’m not talking about other incidents… I’m speaking specifically about CP in this case they did the right thing. There are numerous incidents all over the country where incidents at shows have gone unreported ( for many reasons) or the steward wasn’t available or didn’t do anything. I’m not talking about those … I was referencing the specific way they dealt with CP after the stories came out.
This one turned out right. So let’s take a good win and use it as a way to continue the fight for humane horse treatment, rather than complaining about all the other things…. Take baby steps against the imjustice

A friend of mine witnessed him abusing a horse at the NJ Horse Park probably 4-5 years ago. CP was in an arena away from others and was cranking the horse’s head around with the curb in a brutal fashion. My friend told an S judge who was on the grounds and was told “I’d just leave it alone”.
The observations stated in this article leave me sickened. It was much worse than I imagined.
What “desirable result” could a metal ring braided into a horse’s tail (as mentioned in the article) achieve?
He is a monster! And should never be allowed around any animal ever again. USEF and USDF need to ban him from any and all shows. I don’t believe it will happen nor do I believe it will stop him from “working” with horses but it’s what should happen.
Anyone training with or allowing him to ride/“train” their horses is also beyond any moral scope and complicit.
We can all have a lapse in judgement or get angry and go too far. What is described by witnesses and seen on the videos is organized premeditated tools and actions used to torture and subjugate!!
Yes, with this particular evidence (the video sent by someone at CP’s barn), USEF had to punt, and send the problem to the FEI. USEF had to do something because they didn’t have jurisdiction, and the public was now made aware. USEF heard the outcry, and was forced to react. Before then, the abuse was kept among USEF/USDF show officials who were cowards, and refused to be advocates for the horses at the shows.
I will continue to complain “about all the other things” because the abuse at horse shows could have been stopped. Instead there was a purposeful failure of the reporting system at shows. I hope the show officials and/or TD’s who didn’t react faced disciplinary measures.
FEI was unafraid, and took him down. That is a tremendous win. Not just the penalty, but that they had the courage to do it.
The public was aware before that. It was whispered about at shows. There was a very public trial and much posted on social media about it. USEF knew. FEI knew. It just now got legs because someone higher up the food chain raised a hand and then it got harder to sweep under a rug. Its more a matter of who points out the issue. If its someone at the lower tiers of dressage, nothing happens.
The FEI only took action against Parra because they HAD to due to public outcry. Their track record is horrendous when it comes to horse abuse. They have a history of protecting their own. They are not the heroes of the story.
The small arena behind the barns has been a well known spot for this sort of thing since the park was built.
