In the (very unreliable) individual medal results, there is a DQ by Phillip’s score. I saw his round…what gives?

I was printing out the individual finals and see Phillip at the end, but no DQ. What IS up?

The USEF has apologized to Phillip for not making him aware of the rule change.
That rule apparently applies to ALL FEI events and disciplines.
At the NAJYRC last week I happened to sit in on a briefing for the FEI Reining competition.
They announced at that meeting about the weight rule. (like heavy boots will help a reiner…) But it is still in force for them.
They warned about the additional weight if it rains and the boots absorb the water. (Most of the reiners use Professional Choice type boots so they could and would hold water).
hmm…wonder whose job it is to keep up on these things??
I would NOT have liked to have had THAT conversation.
But good for Jim Wolf for admitting fault, and for Phillip for accepting the blame.
Sorry if this is a dumb question but how do the weighted boots affect performance?
The article says they weighed just over 700 grams each - I wonder what kind of boots he was using? Maybe he just used too much tape on them? I sincerely hope they weren’t carrying extra weight. 
Edited just to make it clear I really don’t think he was adding weight…I am just really curious what kind of boots would weigh that much? I’ll have to figure out exactly how much 500 grams is when I get home.
Folks…weighted boots are an old method to make a horse sharper. BUT they are typically used in warm up…not the class. Old timers would work and warm up the horse in the heavier boots and then change to lighter boots for the class…they didn’t ride in heavier boots in the class. I’m positive that this was an oversight. This horse is a sharp jumper and did not need any help in that department. Plus…with tired event horses…that last thing an eventer would do is put something on their legs to make them more tired.
700 grams isn’t that heavy. I’m sure some of my old leather boots weigh that. Since this is a new rule…I’m sure that many boots do not meet the specs. especially after they get wet with sweat.
700 grams is about 1.5 pounds. That seems kind of heavy to me (think a little more than a pint of milk), but I could see leather boots being in that range.

and water/mud can weigh a lot, and they weigh them AFTER the round
I seriously doubt your horses legs sweat THAT much…and I also seriously doubt they leave the sand in them when they weighed them…
I def. have normal leather boots that weigh that much. The “real” weighted boots that I saw when I worked in jumper land were much much heavier. More than double that easily.
