I’m a hunter rider just browsing this forum. If I already know/can easily tell that a rider is a beginner, I personally usually let them have the rail just in case they aren’t in good control of their horse or don’t know ring etiquette. I’ve done 4-H (a lot of breed show kids) and as a whole they seem to follow the same rules as I do for hunters.
