That is such a BS story. There’s an insane amount of horses, not only OTTBs in the database of the FEI that has zero pedigree listed, especially eventing horses, even though it is there to find on other places. Seems it is all down to the national federations, studbooks, horse owners etc. to make sure the pedigrees follow the horses. The amount of German horses suddenly being “unknown” after moving to the UK and falling into the books of British eventing is crazy high. But good someone is doing something,
