Replacing head on freeze less hydrant

Plug at the top with a piece of old inner tube that has the tire valve taped or hose clamped at the top and blow air in there to clean the hole?

Or maybe water pressure?

We make our own pipe plungers with a rod with threads on one end and some nuts and a couple pieces of thick, stiff leather round and the size of the inside of the pipe.
We have plunged with those windmill overflow pipes, works well if a plugged spot is your problem.

Thanks, tried air and water pressure and tried using the plunger itself to try to open it. Still no luck!

Plumbers have those nifty fiberoptic endoscopes they can insert in pipes and go long ways down one to look for problems.
Similar to what a Dr looks into a horse’s stomach with.
Maybe you could get one to come look in there?
