This sounds like a serious repair. I recently needed a seat replacement on a saddle that I just love.
My local fitter told me that there are like ~2 people in the US who will do this kind of serious work. One used to work for Smith-Worthington, and that’s who did it for me. This was big $$$$ but worth it - stupendous workmanship, and very quick turnaround.

I had seat replaced on dressage saddle a couple years ago. Catherine Overstreet in Alabama did a lovely job, reasonable pretty fast. She owns a tack shop, google her and give her a call. I shipped mine there because there wasn’t anyone in central Florida that my fitter knew…
Not meaning to sound rude, but if you want the saddle done right, you can’t put a time deadline on it. . Otherwise ride in it while you wait for new saddle for new horse.

Not in Texas but I did live there and never could find someone reputable in the area. I sent a saddle up to Journeymen Saddlers in Virginia a few years ago and I was very very happy with the results and the turnaround! They are super helpful if you give them a call and tell them what you are looking for.
