SafeSport completion for foreign nationals & also - FEI Events?

A question -

SafeSport is enforced through the US Center for SafeSport (ergo, applies to USEF members), but what about this variant:

Suppose we have a rider from the UK or Germany or Australia or what-have-you competing at the Kentucky CCI5*-L. Does this rider need to also complete the SafeSport training? Is he/she bound to the SafeSport rules?

What about if competing at an event that runs FEI classes parallel to USEF-recognized national classes? (i.e. a Canadian riding at Virginia HT)

Suppose, now, that this rider takes a horse to some USEA-governed event at Prelim+ as a prep run, where the event is now USEF-recognized, versus merely endorsed for BN-T (can that happen? Does a 5*-L qualified rider and/or FEI categorized rider still need NQRs for Prelim?), and USEF membership is required for a rider…now does he/she have to complete the training?

Basically - does a foreign national need to register with the USEF to compete in these following case examples (which I take then automatically forces one to complete the training if over a certain age). Does FEI control simply eliminate the SafeSport course requirement?

Lots to think about, it seems…so please educate me. I’m curious & don’t quite understand the whole picture when it comes to registrations (I suppose it’s more a question about membership and registration rather than SafeSport…). At this point, SafeSport becomes tougher to enforce if, for example, you have a foreign national who is a real perpetrator & he/she/they can forego USEF registration by virtue of not representing the USA on the FEI stage (if only somehow competing in FEI events).

I’m sure my phrasing is confusing - sorry in advance. It’s a representation of how confused I am!

If you are a member of the USEF, then you need to complete it. I don’t think it matters as to your nationality. If a foreign rider is say competing only in FEI divisions at any event…they wouldn’t need to be a member of the USEF but would need to follow and have permission of their national federation. But if they wanted to compete in a national class…I think they do have to join the USEF (depending on the level).

As a foreign national living in the States…

To compete at a USEF event you need to be EITHER a member of USEF or the NF of your home nation. (There may be some slightly different rules for Canada and Mexico, they keep changing those).

See GR828.4 for Foreign National’s Membership requirements.

The Safe Sport section of the rules say that “Federation Participants” are covered by the Safe Sport policy (including the reporting requirements). Federation Participants are defined as “any Federation member, or non-member, who participates in or attends a Federation Licensed Competition or sanctioned event”.

But it appears that “Federation Participants” who are not Federation Members do NOT have to take the SafeSport Training.

British Eventing has a “Safeguarding” Policy (easily accessible on the BE website if anyone is interested) and adherence is mandatory for everyone involved in the sport.

UK riders representing GB in international competitions do so under the auspices of the national federation, the BEF, which similarly has a Safeguarding Policy etc etc.

Professional equestrian qualifications in coaching or training will address the protection of children and vulnerable persons in both education and examination. This is designed to protect both the coach/trainer and their clients.

It is normal for people involved in any role that has contact with children and vulnerable people to undergo a “DBS check” to ensure they don’t have a criminal record as an abuser. As an example, all BHS accredited trainers are DBS checked and this is an important selling point for them.

At some point if most countries outside of the USA have similar training to Safe Sport then USEF should accept their participation documentation for events here and visa versa - if it’s not already done.
