As a buyer, (who mind you, does not buy very often), I would always pursue a PPE prior to purchase, regardless of if there were x-rays already completed.
I recently purchased a 2-year old last year, no x-rays had been done so I was obligated to complete them with the rest of the PPE. The benefit to getting them done on your own accord and prior to selling is that once or if the buyer decides to do another round, they can be compared and changes can be interpreted by a vet. This saved my one friend from purchasing a horse with navicular changes in her front feet. This can hurt the seller’s wallet but increase a good reputation for honesty. It is a good practice but not every seller pursues this!
