There’s a Facebook group called Horse Retirement Boarding, you might want to post there (and search posts).
You might include what you are looking for, as there are many ways to care for retirees. Also your budget – huge variation there too!

Storeybrook Farm in VT may be worth checking out. They mainly operate as a rescue but I believe offer retirement board.
