A friend has a tall teen son who is very eager for some riding lessons; they live in Castro Valley. Mom might join son in lessons - she rode as a teen on the Peninsula. Both prefer western, but could be open to english if a better option exists.
I told her about Bay Area Equestrian Network but would love some help from locals to point at (or away from) specific barns/programs.

It’s very difficult at this time of year. Just about everyone with schoolies is opening their summer camps. , and those things are money makers. But Castro Valley and surrounds like Livermore are very very horsey, so eventually she may find something. I hope others can chime in.
