Shoulder arthritis

I imported a horse 4 years ago who came in lame. He saw several vets, and I did bone scan. We found out he was born with some sort of rare arthritis in his shoulder, and the vet recommended injecting the shoulder, and doing osphos. I have injected him every 6 months now, with the last two treatments being noltrex. He is on equioxx everyday, and he is still uncomfortable. If he needs to turn, he hops up and spins in the paddock. He’s fine to ride after the treatment, but I’m finding that it doesn’t last long. Maybe a couple months. he currently is not being ridden, and I’m just trying to keep him as comfortable as I possibly can.
has anyone experienced this, and maybe has some options that are worth trying?
