Stall Cleaning, stripping, bedding.... THE DUST!

Where did the bulk sawdust come from? My BO switched from shavings years ago. Most bulk sawdust in Maine comes from a sawmill and the texture is rough and not dusty. She has had a deal with the same guy for years. Every once in a while there has been a shortage because they couldn’t fell many trees. Probably the winter weather

It sounds like the bagged stuff you are getting was designed for your guinea pigs or your bunny rabbits.

I would have to imagine that bagged sawdust has been dehydrated to some extent to remove moisture so that the bags are lighter, so I would try spraying them when you bed the stall.

I also use pellets and I water them; the bottom line is that bagged bedding has to be dryer than bulk sawdust, so it’s a matter of figuring out the moisture management. That depends on your climate, weather, how often/how long horses are stalled, the horses themselves, etc.
