I know the USEF rules specifically mention them, but the USEA rules don’t say anything about them. Are they allowed in the dressage phase?
EV114(4) seems to allow them, as it provides for measurement from the boot to the end of the spur.
The rules for Eventing are the USEF rules. USEA doesn’t have rules about competition, just rules about awards, and so forth. So I do not know what you man by" USEA rules" in this context.
As mentioned, USEF EV114.4 says “If the shank is curved, the spurs must be worn only with the shank directed downwards.” That refers to swan neck spurs.

Edited to add: just downloaded the USEF rule book app. (There’s an app!!!) the eventing section does not make mention of the swan neck, but the dressage does. I’ve emailed USEA to see if they can confirm.
Again, they are USEF rules, whichever website you found them on. You need to email USEF- NOT USEA - for rule clarification
Janet is correct. Swan neck spurs are permitted for Eventing dressage under USEF rules. Stop arguing with her or I’ll have to start posting on the forum again.

I have ridden with swan neck spurs in eventing dressage and confirmed specifically with the TD that they were allowed. They are allowed as long as the overall all length does not exceed what is listed in the rule book.
