Tennessee Walking Horse Soring Issue *Update post 1*

This is a letter tainted with politics. It is obvious “old Roy” is a Democrat

According to his opponents, DesJarais has a history of “being bought and paid for by Washington lobbyists” but now comes word the daring doctor is getting intimately cozy with the dirty side of the Tennessee Walking Horse industry.

This is Roy doing the Obama Dance. Call the office for DesJarais if you want to know the truth.

He has stated he will observe the testing AND will also report the resuolts back to the USDA…There is NOTHING in his platform to state he is going to try have USDA overturn ANY decisions

As for the energy program, I am familar with it as Canfor Energy is involved. Obama is closing down coal plants AND stating there will be no more nuclear energy plants funded or developed.

Roy should stick to the issue instead of trying to destroy a Republican…this type of journalism takes away from the very important message he has been bringing to light…STOP SORING.

The issue of soring and politics cannot be separated. It has gone on so long that the federal and state government’s involvement will put an end to it or allow it to continue. I find it an extremely questionable decision on DesJarlais’ part to align with the slime. Whatever his reasons (money or power), he is doing a great disservice to the quality of life for TWHs. I thank Roy for exposing him.

For years DeJarlais’ predecessor was a Democrat, Bart Gordon, who was known as the “Congressman from the TWHBEA.” This is not a partisan issue; it never has been.

Indeed, most of the administrative actions now bearing fruit were begun under the Bush Administration. The criminal actions were the result of long standing investigations.

I’ve met DeJarlais. I did not find him the monster that Roy describes. The hard truth is that politicians get money from folks that have agendas that other folks don’t like. If someone does not like this truth I suggest they “get over it.”

Criticism of DeJarlais for taking the money is fair. Roy’s commentary was not.

Humane Society Offers Tip Line For Horse Abusers As Celebration Draws Near
Friday, August 17, 2012

Days before the commencement of the 2012 Tennessee Walking Horse National Celebration in Shelbyville, the Humane Society of the United States is launching a national tip line in English and Spanish "to help crack down on the illegal and cruel practice known as ‘soring.’” The HSUS offers a reward of up to $10,000 to anyone who provides any information leading to the arrest and conviction of a violator of the Horse Protection Act or any state law which prohibits horse soring, the deliberate infliction of pain to force horses to perform an artificially high-stepping gait for the show ring.

The tip line and reward are advertised on a new billboard that was installed across from the Celebration venue. Many of the trainers and judges participating in this month’s Celebration have records of soring violations, it was stated.

“It is unacceptable that the deliberate torture of Tennessee walking horses continues despite a decades-old federal law to stop it,” said Keith Dane, director of equine protection for the HSUS. “The Humane Society of the United States urges anyone with information about this despicable cruelty to call our new tip line. With the cooperation of concerned witnesses, we can help bring violators to justice and rid the industry of the abuse that mars its reputation.”

HSUS officials said, "As awareness spreads about the abusive treatment of Tennessee Walking Horses in the top levels of show competition, The HSUS is continuing its commitment to help bring violators to justice. Earlier this year, The HSUS paid out a $10,000 reward for information that led to the arrest and conviction of Barney Davis, a Tennessee horse trainer, for violations of the Horse Protection Act. Davis testified during his sentencing hearing that soring is a common practice.

"Anyone with information on this cruel practice should call 855-NO-SORING or email: equineprotection@humanesociety.org. The HSUS will protect the identity of all callers.

"Although Congress passed the Horse Protection Act more than 40 years ago to criminalize showing sored horses and other horse abuse, these illegal activities continue unabated throughout the industry.

"The HSUS’ undercover investigation of well-known trainer Jackie McConnell revealed that trainers can continue to sore horses and enter them into shows undetected, even while serving a federal disqualification. The investigation drew national attention and led to public outrage over the practice of soring. McConnell has since pleaded guilty to a felony conviction for charges related to conspiracy to violate the Horse Protection Act, and three of his associates pleaded guilty to related charges.
At last year’s Celebration, the U.S. Department of Agriculture conducted random testing for the use of prohibited foreign substances on horses and found that a shocking 100 percent of those horses tested positive.

"An analysis of the violation history of the top 20 trainers in the industry’s Riders Cup high point program found that every trainer on that list was cited for violations of the Horse Protection Act in the past two years, with a total 164 violations among them. A mere 7 percent actually served suspension penalties?and of those, all but a handful were for a measly two-week period.

"The HSUS has contacted the board of directors for the Celebration in an effort to help the industry institute reforms that will protect the horses and restore its credibility. The HSUS is calling for some common-sense changes, including ousting those who torment animals from the show ring, establishing a zero-tolerance policy for this criminal behavior, and adopting practices and policies that will secure a place in the future for fair, humane and legal competition for this breed.

“In June, the USDA announced a requirement that certified horse industry organizations impose uniform mandatory minimum penalties for violations of the federal Horse Protection Act. These organizations operate under USDA oversight to enforce the Horse Protection Act by conducting inspections at Tennessee Walking Horse competitions. The organization that has been hired to conduct inspections at the 2012 Celebration has refused to comply with these new regulations.”

Doesn’t a padded horse just have to show up in pads at ANY venue, and then the above has happened?

Any horse in pads and doing the big lick is: deliberate torture of Tennessee walking horses

So, why will it be allowed at or in ANY venue of horse showing?

If it is a federal law, then WHY is it continuing? Stop it now.

Why can’t somebody with b@lls “Just Say No” more to this cruelty? Talk to the hand and do not allow them in. How hard is it to remove the pads, and do away with this forever?

I do realize there is $ involved. But time to stop, and the perfect statement place to stop is the Celebration.

Hope Champagne Watchout’s owners once again video tape the class so we can see what happens.

Read the HPA. The practices that create the Big Lick are quite legal.

To win, the Big Lick must be extreme. To get this extreme movement soring is essential. The soring is not legal.

Personally, I’m of the opinion that the steps necessary to create the Big Lick have short and long term negative consequences for the horse. I do not have any solid evidence for my view. It’s based upon my own experiences and my knowledge of equine biomechanics. While equine related legislation is often based upon opinion vice science (the Free Roaming Horse and Burro Act is a good example) such legislation is rare and often has serious, negative consequences (again, the Horse and Burro Act is a fine example).

Strict enforcement to end soring is appropriate under the HPA. Any attempt to ban the Big Lick will require new legislation OR proof that the process, itself, violates the language of the HPA. I doubt either is likely in the short term.

I’m hopeful that the history of the industry, the tax dollars wasted to ineffectually control it, and the condemnation by the AAEP and AVMA will be enough to support new legislation to eliminate the Big Lick.

It is unfortunate that so few participating in something so blatantly corrupt can force this action, but it’s long overdue.

The numbers are in for the amount of horses that are entered in this years Celebration. They were thinking that it would be low this year, but 2600 horses have been entered. Much higher then expected.

2600 individual horses or entries?

From what I have been told…2600 entries, which is much more then they expected.

If this were the standard for “conflict of interest” every public official in the U.S. (from President on down) would be disqualified from making any decision on anything.

that BILLBOARD,speaks loud and clear.

the folks of Shelbyville can help but see it and have a question in their minds.

Do we really want to be known as the city that found happiness and enjoyment in the pain and suffering of the Tn Walking Horse.

they can NO longer say i did not know, that is what those trainer did to make those horse walk that way.

THEY ALL KNOW!

Sadly Roy Exum has jumped the shark.

Trying to establish an incumbent’s character with an oppossing party sources is about the stupidest, shoddiest bit of journalism I’ve seen in a long, long time. It makes Roy look bad and even worse hurts the credibility of the whole movement to stop soring. Sad day.

Perhaps a basic physcology book is in order. There is a big difference in “knowing” and being in denial.

the only reason some TN folks dislike Roy Exum,is he has a real nack for letting in the light on dark and dirty behavior, the nasty cruel abuse of the walking horse.its 40 yrs LATE. between K and R its now in the open and more to come.
